Here we go again. We had a nice break from the litter and graffit at intersections, also known as “campaign signs”, and out of the blue some new, shiny signs requesting more of our money seemed to appear overnight. These are called “Yes on 409”. Isn’t it ironic those who are requesting more of OUR money because they are in dire straights have a plethora of the biggest campaign signs? More on the financials later. Here is the tag line.

Who doesn’t support healthcare, especially for the needy? The problem lies in the services already provided by Valleywide Health (formerly Maricopa Integrated Health System), which this tax will fund. Note the fine print that says they want to expand services and train the next generation of doctors. Those who have been following the “mental health” umbrella of opportunities in schools should be apprehensive about this tax.
Let’s take a look at some of the services provided by Valleywise at their various locations throughout Maricopa County.

The results of a search online for Valleywise and transgender resulted in the following:

Parents and legislators who are trying to keep transgender opportunities out of the classroom now get to fund the industry via Maricopa County if they vote Yes on 409. And if your daughter wants birth control, Valleywise Health offers that “service”, also.

But it gets worse. The Roman Catholic Diocese of Phoenix has signed on as a supporter of this tax which funds medical services that are not compatible with Catholic teaching. Helping the needy is part of Catholic social teaching, but artificial manipulation of one’s God-given gender and artificial birth control are not. In fact, both add to emotional problems, so why is Bishop Dolan supporting Valleywise Health?

Mental health and moral health are inseparably linked; a conscience darkened by sin can never be fully at peace.
This is why there is a mental health crisis, not because we don’t have enough money for treatment. Look how mental and emotional health problems have increased as God has been pushed out of the public square and public schools. Unfortunately, Dr. Norman is normalizing the use of birth control, as though it’s like taking a couple aspirin. What most providers don’t tell patients are the emotional and physical side effects of many kinds of artificial birth control. For example, IUDs take the life of a baby before it can implant, and birth control hormones may emotionally affect the woman.



Not enough medical providers are trained on Napro Technology. It takes more “work” on the part of the woman, but it is safe, effective, and does not cause the emotional side effects which result from many artificial birth control methods. As we become more aware of additives in our foods, this is a great opportunity to become aware of safe strategies for a woman’s reproductive system. Who is behind the 409 signs which have popped up everywhere? Here is information from Maricopa County’s election site.

The 830 N. 4th Avenue address leads to Highground, a powerful lobbying firm in Arizona. Once again, lobbyists are driving our state, counties, cities, and school districts. Chuck Coughlin was Governor Jan Brewer’s right-hand man at the time Obamacare was expanded in Arizona, and he supports Planned Parenthood candidates. The medical and pharmaceutical bread crumbs they scattered are still affecting us, and not for the better.
The most recent financials posted on Maricopa County’s website through the second quarter of 2025 show two large donors to Yes on 409 and no others over $100.

The text above is very light, but Phil and Juanita Francis are leading the way with $50,000 donated to the cause. Mr. Francis previously was CEO of Petsmart. Meanwhile, Highground is keeping its own well-oiled machine oiled with $10,000 in donations.
Valleywise Health posted 990s on its website. We noticed some omissions in the Contributors section of 2024.


The donations above are huge; where did they come from?
The bottom line is we are once again witnessing a non-organic plea for more taxes. We know some of the money will be used for services which are in direct opposition to the religious beliefs of many, and surprisingly the Diocese of Phoenix is okay with that. If the powers that be at the Diocese did not know the inner workings of Valleywise Health, there is still time to publicly withdraw support of this tax. Bishop Dolan cares for the entire flock in the Phoenix Diocese, not just Catholics. Many souls are at risk, whether or not they sit in a pew on Sundays.
